Officer Rhoads was a member of the Nicholasville Police Department. He had 6 years of service.
Nicholasville is city in Jessamine County with a population of just over 28,000.
At about 7:00 a.m. Burke was on the way to Eastern Kentucky University in Richmond to take a training course. The highway was shrouded in thick fog. Another vehicle clipped Burke's patrol car spinning it into oncoming traffic. His vehicle was then struck a second time. The second collision was severe.
Burke was transported to a local hospital where tragically he passed away from his injuries.

A memorial fund has been established for Officer Rhoads’ family. Donations to the Rhoads Memorial Fund can be made at Kentucky Bank on Main Street in Nicholasville.
Burke grew up in Iowa and was an Army Veteran, having served as a military police officer. He had attended the University of Kentucky in 2006-07 and started working with the Nicholasville Police Department in January of 2008.
Friends and colleagues describe Burke as a first class police officer who was a team player. He was reliable and consistent. He was pleasant and met people with a smile and often a hug.
The Nicholas Police Department is in mourning over the death of their brother. He will be forever remembered.
Burke's loved ones are devastated over his sudden and tragic death. He loved his family and did his best. He will be forever mourned.
Burke is survived by many loving comrades, friends and family members including his parents, Carolyn and Mark; his sisters - Tera, Tristi and Miki; his wife, Melissa; his daughter, Jacquelyn; and his sons, Bryan and Kevin.
