Frank and his girlfriend, Kaylee, age 16, had attended a Keith Urban concert on October 4, 2013. After the concert, they were parked at the end of a rural road. As were some of their other friends who had attended the concert.
John West, age 23, was driving on this rural road at about 12:30 a.m. on October 5, 2013, when he slammed into the rear of Frank's vehicle. Both vehicles overturned. John West managed to get out and ran away, but turned himself in on Saturday, October 5, 2013.
How does John West drive into a parked car at the end of a rural road? This doesn't make sense. However, we don't live in Florida and have no idea of how this road is configured.
Kaylee was seriously injured.
Charges have not been filed as of this posting.

| Angels of God, pray for Frank |
Frank was a student at Steinbrenner High School in Lutz. He was into wrestling.
Friends stated that Frank had a smile for everyone and had no enemies. He was just an all around good dude.
Friends stated that Frank was the life of the party and he always had a smile on his face. He was an outgoing, caring person.
His wrestling colleagues stated that he was a positive energy for their wrestling team and acted as a mentor to some of his buddies.
He really cared about Kaylee. Friends will miss his smile and his beard. He loved his beard. And he tried to make his friends sing country songs.
Frank was a member of Grace Family Church and often did volunteer work with the homeless.
Frank is survived by many loving friends and relatives.
God save us from the drunk drivers, the doped up drivers and the speeding drivers, who drive us to our graves. Amen.
Pray that Frank is in heaven. Pray that he is at peace and is with God. Amen.
