Stephen Ballard |
Corporal Ballard was a member of the Delaware State Police. He served with Troop 2 in Glasgow, Delaware. He had 8 and 1/2 years of service.
At noon, Stephen was investigating a suspicious vehicle at a gas station in Bear, Delaware.
Two men were inside the vehicle, one of whom started struggling with Stephen. The man pushed Stephen away and started running. He took a few steps, turned around, and shot Stephen, repeatedly.
Stephen was rushed to local hospital where, tragically, he succumbed to his injuries.
One of the two suspects was taken into custody. The other, Burgon Sealy Jr., of Middletown, age 26, fled to his home and barricaded himself inside. After a lengthy standoff, he came out shooting and was killed by officers.
Stephen was originally from Bowie, Maryland. He studied criminal justice at Delaware
State University and graduated in 2007. He then graduated from the police academy in 2009. He and his wife were married in January of 2016.

Friends stated that Stephen always had a smile on his face. He was a man who was kind in spirit.
The members of the Delaware State Police are in mourning over the death of their brother. Stephen was well-liked and well-respected by his peers. He was one of the good guys. He will be forever remembered.
Stephen's loved ones are devastated over his sudden and tragic death. He was loving and he was loved in return. He did his best. He will be forever mourned.
Stephen is survived by many loving comrades, friends and family members including his wife and child.
