Ian was a member of the Harford County Sheriff's Office, Maryland. He was assigned to the Police Services Bureau, Patrol Division, Northern Precinct.
He was attending funeral services for Corporal Charles Licato, a fellow officer who was killed in the line of duty the previous week, when he started to suffer heart attack symptoms.
Ian suffered a fatal heart attack sometime overnight at his home.
Ian was a trusted co-worker and well respected supervisor at the Police Department.

Family members stated that Ian was an avid camper, and was into mountain biking and canoeing. He also enjoyed all animals and photography. Family stated that he had a sense of humor that everyone enjoyed.
Ian is survived by many loving friends and relatives including his mother, Donna Loughran; brother, Sean Loughran; sisters Lauretta Kahn and Alison Loughran; his wife Tonya Loughran; and his son, Colin Loughran. He was predeceased by his father, Walter Loughran Jr.
Let us pray that Ian Loughran is in heaven. Let us pray that he is at peace and is with God. Amen.
