Coweta is a suburb of Tulsa and has a population of just under 10,000. Red Bird is 7 miles away and has a population of 137. Both towns are in Wagoner County.
During the morning of July 24th, Carolyne Sue Lamp was in her car in Red Bird and was collecting aluminum drink cans from ditches. She wanted the cans in order to cash them in for extra money.
Three or four dogs travelling in a pack attacked her in a ditch and bit her so badly that she died. One of the dogs may be a pit bull cross breed mutt; some of the others may be Rottweilers.
One of the local residents ran off the dogs and tried to give Carolyne some water, but she was too badly injured to live. Tragically, she died of her injuries.
The dogs involved are being held at an animal shelter in Coweta pending further investigation.
Locals do not believe that these dogs are ownerless. They believe that the dogs
belong to local residents who let the dogs run wild. It is also believed that Carolyne had perhaps fed these same dogs about a year ago.

Local officials are aware that dogs are a big problem in the area. Local residents in this small town have noticed up to 20 dogs a day just roaming around in packs or singly, doing exactly what they please.
According to Oklahoma state law an animal control officer is only assigned to areas with a population of over 250,000, so small towns like Red Bird have no one to call.
If Oklahoma does not have the money to provide animal control officers in their counties, then they should enact legislation giving the sheriffs of individual counties the authority to shoot dogs running wild or in packs.
It is pathetic that dogs are running wild in Oklahoma and nobody gives a damn.
Death by dog is not acceptable in a civilized country. Wake up, Oklahoma, and get with the 21st century. This isn't 1870.
Carolyne's loved ones are devastated over her sudden and tragic death. She will be forever mourned.
